Commission Communications Compliance.

Several FCC filing requirements exist with respect to the
provision of communications services. The following list of
common requirements for toll common carriers highlights some of
those compliance issues detailed in the Federal Communication
Commission rules. The list provided below contains information
on the most common requirements associated with toll common
carriers as administrated by the FCC. The list is provided for
informational purposes only and is not intended to be
exhaustive. The provision of this list does not ensure total
and/or full compliance with federal or state
statutes/regulations and/or FCC rules. In all cases, independent
research and determination of the applicability of any state or
federal statute and/or regulation or FCC rule may be required to
ensure complete compliance.
The
commission’s rules are codified in volume 47 of the Code of
Federal Regulations ("CFR"). Updates to the
commission’s rules are published in the Federal Register.
- Form 496 NANPA Funding
Worksheet
Form
496 needs to be filed by all providers defined as a
telecommunications carrier under section 3(44) of the
Telecommunications Act. The definition is very broad and covers
both wireline and wireless carriers. Form 496 refers to the
North American Numbering Plan Administration Funding Worksheet. The
form is due March 12th of each year.
Toll
service providers with more than one hundred nine million
dollars ($109,000,000) in gross operating revenue in 1996 need
to file a Section 43.21( c). Such filing is due April 1st of
each year.
- Section 43.61 International
Traffic Data
Telecommunications companies providing any service between the
U.S. and foreign points in the prior calendar year must file a
Section 43.61 International Traffic Data form. Such filing
includes "pure resale" calls that resale carriers bill
but which calls are actually handled by an underlying carrier. The
filing is due July 31st of each year.
- Section 43.82 International
Circuit Data
Telecommunications companies which own or lease an international
circuit and use such circuit to provide service in the prior
calendar year, including resellers of private lines (which must
file under Section 63.25(b)), must file a Section 43.82
International Circuit Data report. The filing is due March 31st
of each year.
The
aforementioned compliance issues exist in addition to the Form
431 TRS Fund Worksheet, Form 457 Universal Worksheet,
International Section 214 Approval, International Service
Tariff, Interstate Service Tariff and various regulatory fees
due to the FCC.
